Bush, soon to be the 41st President, expresses his "high regard" for the "foresight and bold spirit" of Hispanic leaders George Herbert Walker Bush, 1924–. 41st President of the United States, 1989-1993. Typed Letter Signed, George, one page, 7" x 9", on engraved stationery of The Vice President, Washington, [D.C.], July 15, 1988. Exactly one month before the opening of the Republican National Convention that would nominate him for the presidency, Bush, then Ronald Reagan's Vice President, thanks Hector Barreto, the President of the U.S. Hispanic Chamber of Commerce, for his help and praises Hispanic leaders. He writes: “When I wrote to you several weeks ago, I had hoped I might be able to come to San Antonio to do a dinner with you celebrating the higher education agreement. / Now it turns out I cannot make it, but Iʼm so grateful you are helping me cover some of these bases. / Please convey to the Chamber members my high regard for their foresight and bold spirit.” Bush has a long history of regard for Hispanics. In 1973, as chairman of the Republican National Committee, Bush announced the formation of the RNC's Spanish Speaking Advisory Committee as a way to expand and improve party participation by those with Hispanic surnames. Just over a year later, still under his leadership, the Republican National Hispanic Assembly was formed. Bush's Mexican-born daughter-in-law Columba, the wife of Jeb Bush, appeared in a Spanish language campaign commercial during Bushʼs 1988 presidential campaign. As President, Bush appointed three Hispanic cabinet or cabinet-level officers: Secretary of the Interior Manuel Lujan, Jr., Secretary of Education Lauro Cavazos, and Director of the Office of National Drug Control Policy Robert Martinez. In 1990, Bush, by an executive order, established the first President's Advisory Commission on Educational Excellence for Hispanics and its supporting White House Initiative on Educational Excellence for Hispanics. Bush has signed this letter with a bold, black felt-tip signature and has added the typical flourish stroke at the end. This is a beautiful letter in fine condition. It would grade extra fine were it not for one mailing fold, which barely touches one letter in the text, and the U.S. Hispanic Chamber of Commerce receipt stamp in the lower left blank area.
